Passport Information

1. Applications for following services are to be submitted to the Consulate General of India's external application service centre for consular, visa and passport services (managed by M/s BLS International Services Limited) located at: Room 2302, 23/Floor, Olympia Plaza, 255 King's Road, North Point, Hong Kong. on any working day (Monday to Friday except designated holidays) between 09:00 AM to 01:00 PM. The timing for collection of documents is 04:00 PM to 05:30 PM.

Please note that in addition to the prescribed fee, a service fee of HKD 47 will be charged by M/s BLS international for each application. Value added services (VAS) are optional services and will be charged separately, if the applicant chooses to avail those services. Applicants are free to avail these services from other places of their choice also. All applicants applying for passport services at M/S BLS are advised to fill the form online beforehand and bring printout while applying to save time, efforts and any additional cost.
2. Applications for following services are to be submitted directly to Consulate General of India, Hong Kong, located at Unit D, 16th Floor, United Centre, 95 Queensway, Admiralty, Hong Kong on any working day (Monday to Friday except designated holidays) between 09:30 AM to 12:30 PM. The timing for collection of documents is 04:30 PM to 05:30 PM

3General information / instructions:

1. All applicants must submit the application in person for identification. There is no provision for exemption from this requirement.
2. Applicants should not use old passport to travel as their old passport shall be cancelled in the system once they have submitted the application with our external application centre (Managed by M/s BLS International Services Limited). All applicants should submit a self "Declaration" to this effect at the time of application.
3. The delivery of processed documents is to be done preferably to the applicant or to the person authorized by the applicant on presentation of (i) authorization letter (sample form) (ii) Original payment receipt given to applicant at the time of submission of application (iii) Original Hong Kong/Macau ID of authorized person.
4. Only those individuals who have valid Hong Kong/Macau ID or valid visa can submit their application for these services. 
5. In case of casual visitors, only Emergency Certificate or short validity passport is issued depending upon merit of case.
6. An ordinary passport is valid for ten years from the date of issue.  
7. Minors up to age of 15 are issued passport with 5-year validity. Minors aged between 15 to 18 years can opt for either 5 years or 10 years validity passport.
8. Passport Issuing Authority can issue passports for a shorter duration under certain conditions.  
9. The Passport service asked for should be in the proper prescribed form accompanied with appropriate fees.  The application for the service in any other form is not acceptable.
10. Applicants should ensure that application in the prescribed format is complete in all respects; that all columns are correctly and legibly filled and no column is left blank or unfilled / un-responded or vaguely filled with a dash, tick, etc.
11. All signatures in the application should be with ballpoint pen of black or blue ink.  Those who cannot affix their signatures like infants, minors or illiterate should put their thumb impression in the place of signature.
12. The signature of the applicant should exactly fit in the prescribed column.
13. Photographs should be recent colored one and of the size 2 inch X 2 inch.  Photo should be of good quality with frontal view of the full face and white/light background with dark colored dress as per ICAO (International Civil Aviation Organizations) document 9303.
14. It is an offence under The Passports Act 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering.
15. The Passport can be impounded or revoked for violation of one or more of the provisions of The Passports Act 1967.
16. It is an offence to hold more than one valid passport at a time.
17. An application for reissue of passport can be submitted anytime within one year before the expiry of the validity or after the expiry of the validity.  However, if the passport is expired for more than three years, the application should be supported by self declaration on a plain paper explaining the circumstances and the reasons for the late renewal.
18. Approximately 20-30 working days are required for issue of passport. However in some cases, where verification from other authorities is required, it may take more time.
19. Applicant can check status of their application online.
20. All applications are to be signed in the presence of official at the application centre and signature should match with signature in old passport.
21. In case of change in signature a self declared affidavit on a plain paper should be submitted along with application.
22. There is no provision for tatkal passport on account of failure to renew the passport in time. All are requested to check the validity of their passport before planning any travel and should apply for the renewal of passport well in time.
23. Short validity passport is for specific purpose on merit of case. It is neither a substitute of regular passport nor a tatkal passport scheme.
24. All fees are to be paid in Hong Kong dollars in Cash at the application centre at the time of submission of application.  Applicant must ensure that they get a receipt of that. Fees once paid are not refunded, even if the application is withdrawn or the service refused for whatsoever reasons.
25. After acquiring the foreign citizenship, the Indian passport can be used for travel for 3 months only from the day of getting the foreign citizenship. The grace period is only for such cases where foreign citizenship has been acquired but a foreign passport is not available to the person. It is also mentioned that it is illegal to travel on an Indian passport, where a person has obtained a foreign passport.
26. The Indian Citizenship Act, 1955, does not allow dual citizenship. Holding Indian Passport / acquiring Indian Passport / travelling on Indian passport after acquisition of foreign citizenship constitutes an offence under the Indian Passport Act, 1967.
27. As per Indian laws, Persons of Indian Origin who have acquired foreign nationality are required to surrender their Indian passports to the nearest Indian Mission/Post immediately after acquisition of foreign citizenship.

28. In order to protect the interests of the vulnerable sections of society such as children, illiterate workers etc., from being taken overseas and exploited, office of Protector of Emigrants, Ministry of Overseas Indian Affairs has placed certain categories of citizens in the Emigration Check Required (ECR) category. Most citizens who are not in the working age or are not illiterate, or are well qualified educationally will fall in the Non Emigration Check Required (Non-ECR) category. Indian citizens categorized as ECR, are required to get a clearance from the office of Protector of Emigrants, Ministry of Overseas Indian Affairs before leaving the country for employment purpose. For further clarification refer website www.moia.gov.in If you are in the ECR category, ECR status will be printed on your passport. If ECR is not printed on your passport, you would be deemed to have been granted Non-ECR status. Non-ECR status will not be printed on your passport.

• In passport application form, put a cross against Yes if you are eligible for Non Emigration Check Required (Non-ECR). An applicant will be eligible for non-ECR status if the applicant falls in any one of the following categories and provides documentary proof thereof:
a) All holders of Diplomatic/Official passports
b) All Gazetted Government servants, their spouses and dependent children
c) All persons having educational qualification of matriculation (pass) and above
d) All persons above the age of 50 years
e) All children up to the age of 18 years wishing to obtain short validity passport. (For re-issue of passport, after they attain the age of 18 years, documents to prove their non-ECR category have to be submitted, else ECR stamping will be done)
f) All children between 15 and 18 years of age wishing to obtain full validity passport of 10 years have to submit documents to prove their non-ECR category, else ECR stamping will be done.
g) Income-Tax payers (including Agricultural Income-Tax payees) in their individual capacity, their spouses and dependent children. Following documents have to be submitted: o Proof of assessment of income tax and actual payment of income tax for last one year; or o Income Tax return statement (with income tax being paid by the applicant) for last one year that is stamped by income tax authorities and a copy of the PAN card. Applicants submitting NIL income tax return statements are not eligible.
h) Persons possessing two years diploma from any institute recognized by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT), or persons holding three years diploma/equivalent degree from institutions, such as Polytechnics recognized by the Central/State Governments of India
i) Nurses possessing qualifications recognized under the Indian Nursing Council Act, 1947
j) All professional degree holders, their spouses and dependent children. Examples of professional degree holders are Doctors holding MBBS degree or equivalent degree in Ayurved or Homeopathy, accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates, etc.
k) All persons who have been staying abroad for more than three years (the period of three years may or may not be continuous) and their spouses. For the purpose of verification, spouse name should be endorsed on each others passport.
l) Seamen who are in possession of Continuous Discharge Certificate (CDC), or Sea Cadets and Deck Cadets - (i). Who have passed the final examination of three years B.Sc. Nautical Sciences courses at T.S. Chanakya, Mumbai; and Page 5 of 18 (ii). Who have undergone three months pre-sea training at any of the Government approved training institutes, such as T.S. Chanakya, T.S. Rehman, T.S. Jawahar, MTI (SCI) and NIPM, CHENNAI, after production of identity cards issued by the Shipping Master at Mumbai/Kolkata/Chennai.
m) Persons holding Permanent Immigration visa or documents like Green Card, Permanent Residence Card etc.

• If you do not fall under any of the above mentioned categories (a – l), put a cross against No while filling the passport application form.

At present Emigration control is exercised by the Ministry of Overseas Indian Affairs, through Protector of Emigrants (POE) under the Emigration Act, 1982. Emigration clearance is required for employment in the following countries (18 in total): United Arab Emirates (UAE), Kingdom of Saudi Arabia (KSA), Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Brunei, Afghanistan, Indonesia, Syria, Lebanon, Thailand, and Iraq. ECR passport holders taking up employment in the above mentioned countries require emigration clearance from the office of the Protector of Emigrants (POE) before leaving India; otherwise, they will be stopped from traveling at the port of exit. For further clarification refer website www.moia.gov.in With effect from October 1, 2007 Government of India has abolished Emigration Check Required Suspension (ECRS). Therefore, ECR passport holders traveling abroad for purpose other than employment, to any of the above mentioned 18 countries, will be allowed to leave the country on production of valid passport, valid visa and return ticket at the immigration counters at international airport in India. Note: A passport holder having employment visa in passport does not require clearance from POE when they go back after short visit to India.

1(B) Issue of Passport in lieu of Lost/ Damaged Passport

Requirements for passport in lieu of LOST/STOLEN passports

  3. Affidavit as per Annexure F stating the circumstances under which the passport was lost
  4. Police Report for loss of passport from Hong Kong/Macau Police

  6. Self-attested photocopy of old passport, if available
  7. Original and self-attested photocopy of Hong Kong/Macau ID
  8. Fee of HKD 1173 for 36 pages passport and HKD 1366 for 60 pages passport

Requirements for passport in lieu of DAMAGED passports

  1. Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form
  2. Personal presence of the applicant is required
  3. Affidavit as per Annexure F stating the circumstances under which the passport was damaged
  4. Three recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  5. Original and self-attested photocopy (first two and last two pages) of Passport
  6. Original and self-attested photocopy of Hong Kong/Macau ID/Valid visa
  7. Fee of HKD 1173 for 36 pages passport and HKD 1366 for 60 pages passport

1(C) Renewal / Reissue of Passport of Minor (upto 18 years of age)

Minors aged 15 years are issued passports for 5 years only.  Minors between the age of 15 and 18 have the option to apply either 5 year or full validity passport (ten years) by payment of fees as applicable for issue of passports to persons above 18 years of age.

Requirements

  2. Personal presence of the applicant is required
  3. Presence of both parent or either parent with passports of both the parent at the time of submission of application 
  4. Three recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  5. Affidavit as per Annexure D signed by both parents (In case one of the parent is foreign national Annexure D is to be declared separately)
  6. In cases where for any reason whatsoever the married parent applying for passport for the minor child is not able to obtain the consent of the other parent for obtaining passport for the child, the Affidavit as per  Annexure C  is to be required with supporting documents
  7. Original and self-attested photocopy (first two and last two pages) of passport
  8. Original and self-attested photocopy (first two and last two pages) of parent(s) passport
  9. Original and self-attested photocopy of Hong Kong/Macau ID/ valid visa of applicant and parent(s)
  10. Fee of HKD 402 for 5 years validity and HKD 595 for 10 years validity passportt.

Note: (i) If both parents have renounced Indian citizenship and acquired foreign citizenship, the minor child ceases to be an Indian citizen and hence not eligible for an Indian passport.  Such child, however, within one year after attaining full age (18 years), can make a declaration that he wishes to resume Indian citizenship and shall thereupon again become a citizen of India subject to approval of competent authority.

1(D) Change of name/ Personal particulars including adding/ deleting spouse name

Category 1: Change of name
a) An applicant applying for re-issue of passport for incorporation of the name of his/her spouse
b) A woman applying for change of name/surname in existing passport due to marriage
c) Divorcees applying for change of name or for deletion of spouse’s name in existing passport
d) Re-married applicants applying for change of name/spouse’s name in passport

Category 2: All other cases not covered in Category 1 including minor change in name, change/addition of surname and married woman wishing to revert to maiden name when not divorced or widowed

Category 3: To change personal particulars like change of address, appearance, place of birth, date of birth

Requirements for Category 1

  1. 1. Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form
  2. 2. Personal presence of the applicant is required.
  3. 3. Three recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  4. 4. Original and self-attested photocopy (first two and last two pages) of passport
  5. 5. Original and self-attested photocopy of Hong Kong/Macau ID/valid visa
  6. In case of addition/deletion of foreign Spouse name, please provide:
    • a) Divorce/Marriage certificate issued in Hong Kong/Macau:- Apostilled copy of Divorce/Marriage certificate by the Hong Kong High Court/Macau High Court
    • b) Divorce/Marriage certificate issued in India:- Apostilled by MEA as per the details at https://www.mea.gov.in/apostille.htm.
    • c) Divorce/Marriage certificate issued by authority other than India/ Hong Kong/ Macau:- Attested copy of Divorce/Marriage certificate by Embassy/Consulate General of foreign country in Hong Kong/Macau or Indian Embassy/Consulate in that country.

  7. 6. Fee of HKD 595 for 36 pages passport and HKD 788 for 60 pages passport

 

Requirements for Category 2

  1. Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form.
  2. Personal presence of the applicant is required.
  3. Three recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  4. Original and self-attested photocopy (first two and last two pages) of passport
  5. Original and self-attested photocopy of Hong Kong/Macau ID/valid visa
  6. Gazette notification published in the Indian Union/State Official Gazette; OR Clippings of the two local (in India and Hong Kong/Macau) newspapers OR two public/school documents issued in the desired name
  7. Fee of HKD 595 for 36 pages passport and HKD 788 for 60 pages passport

 

Requirements for Category 3

1(E) Registration of Birth & Passport for Newborn

The birth of every child born in Hong Kong/ Macau to Indian parent(s) is required to be registered with the Consulate General of India, Hong Kong within one year of the birth depending upon areas of jurisdiction. A Birth Registration Certificate is issued by the Consulate to the child after registering his/her name as an Indian national and a separate Passport is issued to the new born. It is not possible to include child’s name in the passport of mother/father. In case, the registration of the birth could not be done for any reasons for not registering the birth on time is requested to write an application detailing the reason for late registration.

Requirements

  1. Registration of birth of child born abroad under section 4(1) of the Citizenship Act on the website https://indiancitizenshiponline.nic.in/Home2.aspx?formcode=09.
  2. Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form duly signed by both parents [child’s thumb impression (left thumb for male & right thumb for female) should be affixed in the signature box]
  3. Personal presence of the applicant is required
  4. Presence of both the parent or either parent with passports of both the parent at the time of submission of application
  5. Three recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  6. Affidavit as per Annexure D signed by both parents (In case one of the parents is foreign national Annexure D to be declared separately)
  7. In cases where for any reason whatsoever the married parent applying for passport for the minor child is not able to obtain the consent of the other parent for obtaining passport for the child, the Affidavit as per   Annexure C  is to be submitted with supporting documents
  8. Original and self-attested photocopy (first two and last two pages) of parent(s) passports
  9. Original and self-attested photocopy of Hong Kong/Macau ID/ valid visa of parent(s)
  10. Original and self-attested photocopy of Birth Registration Certificate
  11. Original and self-attested photocopy of Marriage Certificate of Parents
  12. In case one of the parents happens to be a foreign national, a certificate from the Embassy/Consulate of the foreign country stating that the child has not been registered as their citizen and not issued any passport, may also be submitted OR an affidavit stating not having foreign nationality/passport for the baby, signed by parent(s)
  13. An Undertaking to be submitted by both parents declaring they have not applied for foreign nationality for minor
  14. Fee of HKD 573 (HKD 402 for passport + HKD 171 for registration of birth)

Note: (i) In case of minor child born out of wed-lock, additional affidavit as per APPENDIX-12 duly signed by single parent and attested by Office of Oath Commissioner of Hong Kong/Macau or Notary Public.
(ii) In case of an unwed mother, and where the father of the child is either known or unknown, the single unwed parent shall furnish a declaration in Annexure C & D. The name of the father should be left blank.

1(F) Surrender of Indian Passport & Renunciation of Indian Passport

The Indian Citizenship Act, 1955, does not allow dual citizenship. Holding Indian Passport / acquiring Indian Passport / travelling on Indian passport after acquisition of foreign citizenship constitutes is an offence under the Indian Passport Act, 1967. Under the Indian law, Persons of Indian Origin who have acquired foreign nationality are required to surrender their Indian passports to the nearest Indian Mission/Post immediately after acquisition of foreign citizenship. The Indian passport will be cancelled and returned along with Surrender Certificate. A grace period of three months after acquisition of foreign nationality (to be counted from the date of registration / obtaining Naturalization Certificate and not from the date of foreign passport) has been allowed for using Indian passport for travel. 

Category 1: Who have already acquired foreign nationality
Category 2: Who are in the process of acquiring HKSAR/MACAUSAR Passport & PRC nationality

Requirements for Category 1

  1. Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form
  2. Personal presence of the applicant is required
  3. Two recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  4. Original and self-attested photocopy (first two and last two pages) of passport
  5. Valid foreign passport, along with previous foreign passports if any, and photocopies
  6. Certificate of Registration/Naturalization of foreign nationality and its photocopy
  7. Self attested Copy of HKID/Macau ID with original
  8. Duly filled two (02) set of Form XXII prescribed u/s 8 of the Citizenship Act
  9. In case of minor, (i) photocopy & original of passport of parent(s), (ii) Photocopy & Original of Hong Kong/Macau ID (iii) duly filled Form XXII signed by parent(s)
  10. Fee of (i) HKD 1166 for those who have acquired foreign nationality on or after 01.06.2010, OR (ii) HKD 209 for those who have acquired foreign nationality before 01.06.2010



Requirements for Category 2:

  1. Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form.
  2. Personal presence of the applicant is required
  3. Two recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  4. Original and self-attested photocopy (first two and last two pages) of passport
  5. Original approval letter from Hong Kong/ Macau Immigration and its copy
  6. Self attested Copy of HKID/Macau ID with original
  7. Duly filled two (02) set of  Form XXII prescribed u/s 8 of the Citizenship Act
  8. In case of minor, (i) photocopy & original of passport of parent(s), (ii) Photocopy & Original of Hong Kong/Macau ID (iii) duly filled Form XXII signed by parent(s)
  9. Fee of HKD 1166

2 (A) Emergency Certificate

Visiting Indian nationals in HK/Macau whose passport is lost/damaged/expired/pages exhausted are issued Emergency Certificate (EC)s for their one-way travel to India. It is not substitute for regular passport or as a tatkal scheme against lost/damaged passport. EC is issued at sole discretion of Consulate based on merit of case.

Emergency Certificate is intended for one way travel to India only and results in cancellation of existing passport of the holder. On arrival in India, he/she will have to contact the concerned Passport Issuing Authority for issue of new passport.

Requirements

  1. Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form. 
  2. Personal presence of the applicant is required
  3. Three recent passport-size photographs of 2 inch x 2 inch, full face & ears visible and white/light background
  4. Copy of visa page/ Pre-Arrival Registration form, if available.
  5. Original and self-attested photocopy (first two and last two pages) of passport, if available
  6. Police Report, in case of loss passport, from Hong Kong/Macau Police
  7. Fee of HKD 132

Note: Processing Time is 1 working day.

2(B) Short validity Passport

Only those individuals who are resident of countries other than Hong Kong/ Macau and are on visit to Hong Kong/Macau and have lost/damaged their passport can apply for short validity passport (SVP). It is not substitute for regular passport or as a tatkal scheme against lost/damaged passport. SVP is issued at sole discretion of Consulate based on merit of case.
