Ministry of External Affairs, Govt of India is planning to migrate from Global Passport Seva Version 1.0 to the Global Passport Seva Version 2.0.
In this regard, it is hereby advised that with effect from 1st September 2025, all passport applicants must:
1. Upload an ICAO-compliant photograph (mandatory), Or Share soft copy of ICAO compliant photograph with mission/OSP (mandatory) (Guidelines for ICAO Compliant Photographs for Passport Applications) 2. Upload a scanned copy of their signature, and 3. Upload all other relevant documents on their own.
The date of migration to the new portal will be on 3rd September 2025.”
Applicants residing in Barcelona, the Catalunya region, the Balearic Islands (including Palma de Mallorca), are required to submit their applications to the Consulate of Barcelona through the BLS Center in Barcelona.

Processing of specific application categories:
The Embassy of India has announced that the following categories of applications must now be processed directly at the BLS International office in Madrid. However, applicants for these specific services are required to visit the Embassy at Avenida de Pio XII, 30-32, Madrid, between 11:00 AM and 1:00 PM for an in-person verification process with a consular officer before submitting their application at our office:

Announcement
**Open House for Passport Applicants with Irregular Visa Status:** The Embassy of India will be conducting an Open House specifically for passport applicants who currently hold an irregular visa status. This initiative will take place on the 2nd and 4th Friday of each month at the BLS International Office in Madrid, located at Calle del Cardenal Marcelo Spinola 2, Planta Baja, 28016 Madrid, from 1:00 PM to 4:00 PM. Please ensure this information is clearly visible to relevant applicants.
Mandatory online application procedure:
An online application form is now a mandatory requirement for all Supplementary Police Clearance Certificate (PCC) applications. The detailed procedure is as follows:
(Please direct applicants to fill out the Indian Government PCC application form online by visiting [https://embassy.passportindia.gov.in/](https://embassy.passportindia.gov.in/) and selecting "Country: Spain". To begin the process, new users must register by clicking on the “Register” link and creating a unique USER ID.)
* Step 1: After registration, applicants will need to activate their account by clicking on the verification link sent to their registered email address. * Step 2: Once the account is activated, applicants can log in using their chosen USER ID. * Step 3: On the Applicant Home Page, they should click on the "Apply for PCC" link to access the online application form. * Step 4: After carefully filling in all the required details, applicants must submit the form online. Upon successful submission, they will need to print a hard copy of the completed application form. * Step 5: Finally, applicants should affix a recent 2 inch x 2 inch passport-sized photograph in the designated space on the printed application form.
It is crucial to inform applicants that any errors or discrepancies found on the printed application form cannot be corrected manually using a pen or pencil at the time of submission. They will need to re-apply online if any mistakes are made.
