IMPORTANT NOTICE
Consular & Attestation Services – New Application Process
Effective from 31 August 2026, all applications for Consular & Attestation Services must be submitted online through the SEWA portal using the link below:
https://indianconsularservices.mea.gov.in/consularServices/
Applicants are required to:
- Complete the registration and application through the SEWA portal.
- Upload all required scanned documents on SEWA.
- Obtain an appointment and submit the original documents, along with the required supporting documents and applicable fees at BLS INTERNATIONAL.
Applicants are strongly advised to complete the SEWA application and document upload process before visiting the BLS INTERNATIONAL centre.
- This is issued when the couples have met CARA and need to start all their documentation for adoption.
- This letter is a No Objection which the HCI issues for the couple to go ahead with the processes
- It is one letter issued for both the applicants
- Application must come in person to apply for LOA.
- Original and copy of Passports of both the applicants
- Original and copy of IC of both applicants
- Original and copy of Marriage certificate
- Email letter either from CARA or HCI.
- Joint declaration letter from the applicants.
- Miscellaneous form and sticker form which is available at BLS centers.
- Processing time is 3 to 5 working days.
- 1. This is to be done after the applicants have been issued the LETTER OF ASSURANCE.
- 2. This clearance certificate must be applied individually
- Applicant must come in person.
- Original passport to be submitted along with application and copy of it.
- Original and copy of IC of the applicant.
- Letter of assurance copy issued by HCI
- One latest photograph.
- Processing time is 3 to 5 working days.
Letter of Undertaking-Post Adoption
- This letter is issued by the HCI when child is already allocated as an undertaking that post adoption follow ups will be undertaken.
- It is one letter issued for both the applicants
- Applicant must come in person.
- Email from CARA confirming applicants have an allocation.
- Original and copy of Passports of both applicants.
- Original and copy of IC of both applicants.
- Original and copy of Marriage certificate.
- Parents need to mention their registration number.
- Processing time is 3 to 5 working days
